CONSUMER-DEPOSIT ACCOOUNT

Amends the Consumer Deposit Account Act. Prohibits a financial institution from imposing a maintenance fee or service charge in connection with a dormant or inactive consumer-deposit account.

CONVEY TAMMS CORRECTIONAL CTR

Authorizes the Director of Corrections to convey the real property and buildings of the former Tamms Correctional Center to Alexander County that is authorized to lease it for a public purpose of health.

EPA-MAHOMET AQUIFER

Amends the Environmental Protection Act. Provides that the Mahomet Aquifer Advisory Study Commission shall study and review any reports submitted to the Commission regarding the depletion or exhaustion of the Mahomet Aquifer resource due to expanding industrial withdrawals of water.

IL WORKS-APPRENTICE

Amends the Illinois Works Jobs Program Act. Provides that the term "community-based organization" includes a high-school based program. Provides that funding from the Illinois Works Fund shall be categorized based on Illinois Department of Transportation regions. Adds a member to the Illinois Works Review panel who shall be a representative of a community-based organization that addresses high school-based workforce programs. Makes other changes.

VEH CD-INSPECTIONS

Amends the Illinois Vehicle Code. Provides that vehicles shall be inspected every 2 years on a schedule that begins in the sixth (rather than fourth) calendar year after the vehicle model year.

SCH-MOBILE PANIC ALERT SYSTEM

Creates the Mobile Panic Alert System Act. Provides that the Act may be referred to as Alyssa's Law. Requires, beginning with the 2026-2027 school year, each public school to implement a mobile panic alert system capable of connecting diverse emergency services technologies to ensure real-time coordination between multiple first responder agencies. Allows a school district to implement additional strategies or systems to ensure real-time coordination between multiple first responder agencies in a school security emergency. Sets forth provisions requiring a competitive contract solicitation. Subject to appropriation, requires the State Board of Education to establish and administer a Mobile Panic Alert System Grant Program for the purpose of issuing grants to reimburse school districts for the cost of mobile panic alert systems from moneys appropriated from the Mobile Panic Alert System Grant Fund. Amends the State Finance Act and the School Code to make conforming changes. Effective January 1, 2026.

CLEAN TRANSPORTATION STANDARD

Creates the Clean Transportation Standard Act. Establishes a clean transportation standard to reduce life cycle carbon intensity of fuels for the ground transportation sector by specified amounts. Provides for related rulemaking and calculations. Provides that the clean transportation standard shall take the form of a credit marketplace monitored by the Environmental Protection Agency. Provides for verification and data privacy requirements for the Agency. Provides for penalties for failing to offset deficits in certain situations, and for penalties for submitting false information. Exempts airline, rail, ocean-going, and military fuel. Provides that the Agency must develop a periodic fuel supply forecast. Establishes findings. Defines terms. Contains other provisions. Effective January 1, 2027.

MUNI CD-IMPACT MITIGATION FEES

Amends the Illinois Municipal Code. Provides that municipalities authorized to levy impact fees must calculate fees using the statewide formula structure issued by the Department of Commerce and Economic Opportunity. Provides that municipalities may adopt fees lower than the formula-derived levels. Provides that the Department shall issue, update annually, and make publicly available specified mandatory information to be used in the calculation of standardized impact mitigation fees. Provides that the Department shall issue a model impact fee ordinance that municipalities authorized to levy impact fees must adopt verbatim or with only technical deviations. Provides that each municipality authorized to levy impact fees must, before imposing any fee, publish a schedule identifying: (1) the formula-generated maximum fee per unit type; (2) the State-issued multipliers and assumptions used; (3) any allowable municipal adjustment factors applied; and (4) any municipal reductions adopted. Provides that municipalities authorized to levy impact fees must annually report to the Department, including: (1) fees collected; (2) fund expenditures; (3) fund balances; (4) number and type of housing units approved; and (5) any use of adjustment factors. Requires the Department to adopt rules to implement the provisions. Provides that, beginning 30 months after the effective date of the amendatory Act, any impact fee imposed on residential development must be calculated in accordance with the provisions. Limits home rule powers. Effective immediately.

CD CORR--OFFENSES USING KNIFE

Amends the Unified Code of Corrections. Provides that: (1) if the person committed the offense while possessing a knife, 15 years shall be added to the term of imprisonment imposed by the court; (2) if, during the commission of the offense, the person used the knife, 20 years shall be added to the term of imprisonment imposed by the court; or (3) if, during the commission of the offense, the person personally used the knife that proximately caused great bodily harm, permanent disability, permanent disfigurement, or death to another person, 25 years or up to a term of natural life shall be added to the term of imprisonment imposed by the court. Effective immediately.

SNAP SMART CHIP-ENABLED CARDS

Amends the Administration Article of the Illinois Public Aid Code. Requires the Department of Human Services to reduce the risk of SNAP recipients becoming the victims of benefits fraud by transitioning to and issuing as soon as practicable electronic benefits transfer (EBT) cards embedded with a smart chip or Near Field Communication technology that enables cardholders to make a payment transaction by either inserting an EBT card into a card reader or by "tapping" an EBT card onto a payment terminal or card reader that is enabled to accept and process contactless payments.

THEFT&EXPLOIT-ELDERLY&DISABLED

Amends the Criminal Code of 2012. Provides that a person who commits the offense of financial exploitation of an elderly person or a person with a disability may be tried in any county in which any part of the assets that the person obtained control over are held. Provides that a defense to aggravated battery of a person 60 years of age or older does not exist merely because the accused reasonably believed the victim to be less than 60 years of age. Enhances the penalties for theft and theft by deception if the victim is 60 years of age or older or a person with a disability or if the offense was committed in a nursing home, an assisted living facility, or a supportive living facility. Provides that theft, theft by deception, and financial exploitation of an elderly person or a person with a disability is a Class X felony if the value of the property stolen or illegally obtained exceeds $100,000 (rather than $1,000,000).

COUNTIES CD-RECORDING FEES

Amends the Counties Code. In a provision concerning recording fees in first and second class counties for specified documents, provides that the minimum recording fee for a document recorded by a unit of local government, State agency, or public utility may be increased only annually (rather than at any time).

VEH-FLEE/ELUDE PEACE OFFICER

Amends the Illinois Vehicle Code. Provides that any person convicted of the offense of aggravated fleeing or attempting to elude a peace officer commits: a Class 3 felony if the convicted person causes bodily injury to any bystander or member of the public; a Class 2 felony if the convicted person causes bodily injury to the pursuing peace officer; and a Class 1 felony if the convicted person causes great bodily injury or disablement to the pursuing peace officer.

PEN CD-CHI POLICE-DISABILITY

Amends the Chicago Police Article of the Illinois Pension Code. Provides that a policeman who applies for disability benefits under the Article and has been denied reinstatement as a policeman by his or her employer because of a physical or mental incapacity shall be presumed to be disabled as that term is used in the Article. Provides that no policeman who otherwise meets the requirements for a disability benefit shall be denied a disability benefit unless and until the policeman's employer reinstates him or her as a policeman or offers him or her a limited-duty position. Provides that any policeman who has been denied a disability benefit without an offer of reinstatement or a limited-duty position after the effective date of the amendatory Act is entitled to disability benefits. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

STREAMING ADVERTISEMENT VOLUME

Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that, on and after January 1, 2027, a video streaming service that serves consumers residing in the State shall not transmit the audio of commercial advertisements louder than the video content the advertisements accompany, consistent with the regulations adopted by the Federal Communications Commission under the Commercial Advertisement Loudness Mitigation Act for television broadcast stations, cable operators, and other multichannel video programming distributors.

PROCUREMENT-CHINA

Amends the Illinois Procurement Code. Provides that a company of concern is ineligible to, and shall not, bid on or submit a proposal for a contract, directly or through a third-party seller, with a State agency for goods, services, or the procurement or purchase of computers, printers, or interoperable videoconferencing services needed for an office environment in which the manufacturer, bidder, or offeror, or any subsidiary or parent entity of the manufacturer, bidder, or offeror, of the equipment is an entity, or parent company of an entity, in which the People's Republic of China has any ownership stake. Provides that the prohibition also applies in cases in which a State agency has contracted with a third party for the procurement, purchase, or expenditure of funds on any of the equipment described in the provision. Provides that a State agency shall require a company that submits a bid or proposal with respect to a contract for goods or services to certify that the company is not a company of concern. Provides that, if the Department of Central Management Services determines that a company has submitted a false certification, (1) the company shall be liable for a civil penalty in an amount that is twice the amount of the contract for which a bid or proposal was submitted; (2) the State agency or the Department of Central Management Services shall terminate the contract with the company; and (3) the company shall be ineligible to, and shall not, bid on a State contract. Defines "company of concern" as a company in which the government of China has an ownership stake.

SCH CD&CRIM CD-ABUSE-EDUCATOR

Amends the Educator Licensure Article of the School Code. In provisions concerning the conviction of certain offenses as grounds for disqualification for licensure or suspension or revocation of a license, includes in the definition of "sex or other offense" abuse by an educator or authority figure as defined in the Criminal Code of 2012. Amends the Criminal Code of 2012. Creates the offense of abuse by an educator or authority figure. Provides that a person commits the offense if that person is an educator or authority figure at the school, the student is at least 18 years of age but under 23 years of age, the person is at least 4 years older than the student and holds or held within the previous year a position of trust, authority, or supervision in relation to the student in connection with an educational or extracurricular program or activity, and the person either: (1) commits an act of sexual conduct with the student; or (2) commits an act of sexual penetration with the student. Provides that abuse by an educator or authority figure involving sexual conduct is a Class A misdemeanor for the first offense and a Class 4 felony for a second or subsequent offense or if there is more than one victim. Provides that abuse by an educator or authority figure involving sexual penetration is a Class 4 felony for the first offense and a Class 3 felony for a second or subsequent offense or if there is more than one victim. Provides that consent of the victim is not a defense to abuse by an educator or authority figure. Defines "authority figure" and "educator".

IL EPSTEIN FILES INVESTIGATION

Creates the Illinois Epstein Files Investigation Act. Establishes the Illinois Epstein Files Investigation Commission as an investigatory and advisory commission to investigate matters related to Jeffrey Epstein's network with a nexus to Illinois, facilitate enforcement of Illinois law, and promote transparency. Grants the Commission investigatory powers, including subpoena authority enforceable in circuit court, and requires referrals to the Attorney General and periodic reports to the Attorney General, Governor, and the General Assembly. Provides victim and whistleblower protections. Authorizes the Attorney General to exercise specified authority. Directs the Attorney General to share information upon request by the Commission. Ceases operation of the Commission after 5 years and repeals the Act after 6 years. Amends the Statewide Grand Jury Act to expand jurisdiction, to include human trafficking, involuntary servitude, sexual exploitation of children, permitting and failure to report sexual abuse of a child, prostitution-related offenses, patronizing a sexually exploited child, child pornography, bribery, official misconduct, solicitation of misconduct, tampering with public records, perjury, communicating with or harassment of jurors and witnesses, money laundering, obstruction of justice, and racketeering activity, but with a requirement for Attorney General certification or a requirement that offenses occur in more than one county or have a statewide nexus. Effective immediately.

END TEAR GAS EXPOSURES ACT

Creates the Building Remedies to End Abusive Tear Gas and Harmful Exposures Act. Establishes the Chemical Agent Review Board within the Department of Public Health, and sets forth the Board's membership and duties. Prohibits deployment or possession of lachrymatory agents in the State, except for limited purposes. Requires the Department to adopt rules for approval of pepper spray formulations, including safety standards, testing protocols, and restrictions on delivery mechanisms. Directs the Department to maintain a public database of approved formulations and adverse event reports. Provides for reporting of chemical irritant deployments other than for personal self-defense. Creates a private right of action and enforcement authority for the Attorney General and certain organizations, with remedies including damages, civil penalties, and injunctive relief. Establishes the Illinois Human Rights Enforcement Fund. Includes home rule limitation and severability provisions and transition and compliance periods. Amends the State Finance Act to make conforming changes. Effective immediately.
