Illinois

Amends the Counties Code. In provisions about commercial wind energy facilities and commercial solar energy facilities, removes changes made by Public Act 102-1123. Provides that any provision of a county zoning ordinance pertaining to wind farms, commercial wind energy facilities, or commercial solar energy facilities that was in effect before January 27, 2023 may continue in effect notwithstanding any changes made in Public Act 102-1123 and, if applicable, any provision of a county zoning ordinance pertaining to wind farms that was in effect before August 16, 2007 may continue in effect notwithstanding the changes made in Public Act 95-203.

Amends the he Unified Code of Corrections. Provides that the wages paid to committed persons shall not be less than the minimum hourly wage set forth in the Minimum Wage Law. Amends the Minimum Wage Law. Provides for increases in the minimum hourly wage through January 1, 2032. Provides that, on and after July 1, 2026, every employer shall pay to each of his or her employees who is under 18 years of age no less than the applicable minimum hourly wage. Provides that, on and after January 1, 2030, an employer shall not be entitled to an allowance for gratuities and shall pay each employee no less than the applicable minimum hourly wage. Provides that beginning on January 1, 2033, and on every January 1 thereafter, the minimum hourly wage from the previous year shall be increased in proportion to the increase in the consumer price index-u. Provides that the Department of Labor shall inquire into any alleged violations of this Act brought to its attention by an interested party. Sets forth the procedure for complaints brought by interested parties. Defines "interested party". Effective immediately.

Amends the Educator Licensure Article of the School Code. Provides that each professional educator licensee shall complete a total of 60 (rather than 120) hours of professional development per 5-year renewal cycle in order to renew a license. Provides that any licensee with an administrative endorsement who is working in a position requiring such endorsement or an individual with a Teacher Leader endorsement serving in an administrative capacity at least 50% of the day shall complete one Illinois Administrators' Academy course each fiscal year in addition to 50 (rather than 100) hours of professional development per 5-year renewal cycle. Provides that any licensee holding a current National Board for Professional Teaching Standards master teacher designation shall complete a total of 30 (rather than 60) hours of professional development per 5-year renewal cycle in order to renew a license. Effective immediately.

Mourns the death of Faith Roselle Julian of Oak Park.

Appropriates the amount of $350,000 from the General Revenue Fund to the Department of Commerce and Economic Opportunity for a grant to Angelic Organics Learning Center, DBA Farmers Rising, for the purpose of costs associated with the purchase or maintenance, or both, of a truck, trailer, and other equipment for Farmers Rising’s Rockford mobile grocery store. Effective July 1, 2026.

Amends the Transportation Network Providers Act. Sets forth additional requirements for transportation network company drivers who provide services for students to or from school, school-related activities, or school-sanctioned activities. Provides that the Act, a municipal ordinance regulating transportation network providers, and any contract between a school or school district and the TNC shall exclusively govern the school TNC services. Effective immediately.

Amends the Illinois Municipal Code. Provides that not less than 50% (rather than 75%) of the amounts collected by a municipality within DuPage County pursuant to the municipal hotel operators' occupation tax and municipal hotel use tax shall be used to promote tourism within that municipality. Extends the repeal dates of the provisions from January 1, 2027 to January 1, 2029. Effective immediately.

Appropriates $780,000 from the General Revenue Fund to the Department of Commerce and Economic Opportunity for a grant to the Forest Preserve District of Cook County for the administration and operation of Greencorps Chicago and Forest Preserve Experience programs within the Conservation Corps program. Effective July 1, 2026.

Amends the Election Code, the Counties Code, the Township Code, the Illinois Local Library Act, the School Code, and the Public Community College Act. In provisions concerning the issuance of bonds, provides that the affected bond referenda must be held at a general election (rather than at a regularly scheduled election).

Amends the Unemployment Insurance Act. Provides that, with respect to a week of unemployment beginning on or after June 1, 2026, benefits shall be payable to an individual on the basis of wages for employment in other than an instructional, research, or principal administrative capacity performed for an educational institution or an educational service agency, as long as the individual is otherwise eligible for benefits. Effective immediately.

Mourns the passing of Christopher J. "Chris" Clark, the former Mayor of Harvey.

Recognizes the distinguished career and enduring legacy of General John Malchase David Shalikashvili of the United States Army as a soldier, leader, and statesman. Expresses the deepest gratitude for his service to the United States and the world.

Congratulates the Jacksonville Middle School cheer team, the Crimsons, on winning two state titles at the 2026 Illinois Cheerleading Coaches Association (ICCA) Championship and a state title and a third place finish at the 2026 Illinois Elementary School Association (IESA) Cheerleading State Championship. Wishes the team many more triumphant seasons.

Amends the Local Governmental and Governmental Employees Tort Immunity Act. Provides that a person operating a bicycle is deemed to be an intended user of every roadway and portion of roadway on which bicyclists are permitted to ride.

Amends the Nurse Practice Act. Ratifies and approves the Nurse Licensure Compact, which allows for the issuance of multistate licenses that allow nurses to practice in their home state and other compact states. In provisions concerning an application for a license, provides that the Department of Financial and Professional Regulation may establish, by rule, fees to be charged for the purpose of implementing and enforcing the provisions of the Act, including the fees necessary to implement the Nurse Licensure Compact. Provides that, on or after the effective date of the Nurse Licensure Compact, the Department may set the required fees to apply for a multistate license, upgrade from a single state license to a multistate license, and renew a multistate license. Provides that the initial application fee for a multistate license shall be no less than $150 and the biennial multistate license renewal fee shall be no less than $125. Provides that the Nurse Licensure Compact does not supersede existing State labor laws. Provides that the State may not share with or disclose to the Interstate Commission of Nurse Licensure Compact Administrators or any other state any of the contents of a nationwide criminal history records check conducted for the purpose of multistate licensure under the Nurse Licensure Compact. Provides that an employer who employs nurses, as defined in the Article, shall provide the nurses under its employment with the opportunity to obtain the required continuing education hours. Requires that nurses subject to the Nurse Licensure Compact complete 20 hours of approved continuing education per every 2-year license renewal cycle. Provides that the Nurse Licensure Compact does not apply to an advanced practice registered nurse. Adds provisions concerning employer attestations.

Declares the week of July 5 through July 10, 2026 as Blues Kids Week in the State of Illinois in recognition of the annual Blues Camp in Chicago and in celebration of Illinois' rich Blues legacy. Recognizes Fernando Jones and the Blues Kids Foundation for their extraordinary contributions to music education, cultural preservation, and youth development

Amends the Energy Community Reinvestment Act. In provisions concerning the Displaced Energy Worker Dependent Transition Scholarship, provides that a student may receive a scholarship under those provisions for a period that is equivalent to 4 years of full-time enrollment, including summer terms (currently, one calendar year of full-time enrollment, including summer terms). Provides that the displaced energy worker must have lost his or her employment while a resident of Illinois to be eligible for the scholarship program. Effective July 1, 2026.

Amends the Illinois Vehicle Code. Exempts low-speed personal mobility devices and low-speed personal micromobility devices from registration and certificate of title requirements. Prohibits high-speed mobility devices and moderate-speed mobility devices from being marketed, sold, or advertised as low-speed personal mobility devices or low-speed micromobility devices. Exempts persons operating low-speed personal mobility devices and low-speed micromobility devices from driver's license or permit requirements. Provides that high-speed personal mobility devices are subject to the rules and requirements that apply to motorcycles and moderate-speed personal mobility devices are subject to the rules and requirements that apply to mopeds. Requires a person to be covered by a liability insurance policy to operate, register, or maintain registration of a high-speed personal mobility device or moderate-speed personal mobility device. Allows a municipality or local unit of government to install signage clearly indicating the regulation of personal mobility devices. Sets forth prohibited operations of a high-speed personal mobility device, moderate-speed, and low-speed personal mobility device. Provides that traffic laws apply to persons riding low-speed personal mobility devices. Sets forth equipment requirements on low-speed personal mobility devices and moderate-speed personal mobility devices. Sets forth the operation standards for low-speed personal mobility devices, low-speed personal micromobility devices, high-speed personal mobility devices, and moderate-speed personal mobility devices. Repeals provisions regarding low-speed electric scooters and low-speed gas bicycles. Makes conforming and other changes. Amends the Local Governmental and Governmental Employees Tort Immunity Act. Provides that neither a local public entity nor a public employee is liable for an injury related to the use of a high-speed personal mobility device, moderate-speed personal mobility device, personal mobility device, or low-speed personal mobility device unless the local public entity or public employee is guilty of willful and wanton conduct. Makes conforming changes in the Micromobility Fire Safety Act and the Consumer Fraud and Deceptive Business Practice Act.

Recognizes the life and career of Sergeant Major William G. Bainbridge of the United States Army, who provided extraordinary service in World War II, Korea, and Vietnam while making lasting contributions to the United States Army and the nation.

Congratulates United Airlines on its 100th anniversary and expresses gratitude for its century of service.

Specifies that the amendatory Act may be referred to as the Affordability Crisis in Housing Act. Amends the Financial Institutions Act. Requires that the Department of Financial and Professional Regulation establish, maintain, and publish on its website a registry of nominees of mortgagees. Amends the Counties Code. Requires each county board to adopt revisions to its predictable fee schedule to include an additional $150 fee for a nominee of a mortgagee to record a mortgage, including an assignment, extension, amendment, or subordination, beginning no later than one year after the effective date of the amendatory Act. Creates an exception for the recording of a release of mortgage by the nominee of the mortgagee. Provides that of the additional $150, $120 is to be collected by the county as an additional Rental Housing Support Program State surcharge and deposited into the Rental Housing Support Program Fund, and $30 is to be collected by the county as a county fee with $25 to be used by the county for development and maintenance of its affordable housing capacity and $5 to be deposited into the recorder's special funds created to defray the cost of providing electronic or automated access to the county's property records. Amends the Code of Civil Procedure. Provides that a lien is not created if a nominee of a mortgagee fails to provide the recorder with the cover sheet required to accompany a mortgage under the Conveyances Act. Amends the Conveyances Act. Requires that all mortgages or assignments of mortgage recorded by or for a nominee must be recorded with a cover sheet explaining any fees that are charged, the identity of the nominee of the mortgagee, and the process that may be used by the mortgagor to track the mortgage.

Amends the Illinois Certified Community Behavioral Health Clinics Act. Establishes a limited and targeted expansion mechanism to admit certain federally certified Community Behavioral Health Clinics into the Illinois Certified Community Behavioral Health Clinic Medicaid Demonstration program. Provides that the Illinois CCBHC prospective payment system methodology, as specified, shall be used to reimburse providers under the program. Prohibits the general expansion of the Illinois Certified Community Behavioral Health Clinic Medicaid Demonstration program beyond providers meeting the established eligibility criteria. Grants the Department of Healthcare and Family Services rulemaking authority, so long as the rules do not impose additional eligibility requirements beyond those expressly stated. Effective immediately.

Creates the Paid Family and Medical Leave Insurance Program Act. Creates the Division of Paid Family and Medical Leave within the Department of Labor. Requires the Division to establish and administer a paid family and medical leave insurance program that provides benefits to employees. Provides that the program shall be administered by the Deputy Director of the Division. Sets forth eligibility requirements for benefits under the Act. Provides that a self-employed individual may elect to be covered under the Act. Contains provisions concerning disqualification from benefits; compensation for leave; the amount and duration of benefits; payments for benefits under the Paid Family and Medical Leave Insurance Program Fund; employer equivalent plans; annual reports by the Department; hearings; penalties; notice; the coordination of leave provided under the Act with leave allowed under the federal Family and Medical Leave Act of 1993, a collective bargaining agreement, or any local county or municipal ordinance; rulemaking; and other matters. Amends the State Finance Act. Creates the Paid Family and Medical Leave Insurance Program Fund. Amends the Freedom of Information Act. Exempts certain documents collected by the Division of Paid Family and Medical Leave from the Act's disclosure requirements. Effective immediately.
