Amends the School Code. In a provision concerning twice-exceptional children, changes references from "children" to "students" and defines "twice-exceptional student". Provides that in the development of an individualized education program (IEP) or federal Section 504 plan for a twice-exceptional student, if the student's ability or achievement indicates that the student would benefit from advanced academic programs, then those abilities or achievement levels shall be recognized and addressed in the student's IEP or Section 504 plan and be reflected in the individualized services, goals, accommodations, and objectives for the student, while continuing to provide appropriate services and support for the student's disabilities in all educational settings. Sets forth what the services, goals, objectives, accommodations, and best practices for identifying and addressing the educational and related needs of a twice-exceptional student may include. Effective immediately.

Amends the Chicago Firefighter Article of the Illinois Pension Code. Provides that the Retirement Systems Reciprocal Act (Article 20 of the Code) is adopted and made a part of the Chicago Firefighter Article, but only with respect to a person who, on or after the effective date of the amendatory Act, is entitled under the Chicago Firefighter Article to begin receiving a retirement annuity or survivor's annuity and who elects to proceed under the Retirement Systems Reciprocal Act. Amends the State Mandates Act to require implementation without reimbursement by the State.

Amends the Environmental Protection Act. Provides that, within one year after the effective date of the amendatory Act, the Environmental Protection Agency shall adopt amendments to its procedural rules governing the issuance of public water supply program loans for lead service line replacement. Requires the Agency to revise the loan priority scoring criteria it uses for houses built before 1990 and the loan priority scoring criteria it uses for communities with a high lead service line burden.

Provides that the State Treasurer may bring a claim against a warrantor of a draft for breach of a presentment warranty to recover State funds in accordance with the Uniform Commercial Code. Provides that a claim brought by the State Treasurer is not subject to the limitations provided for in those provisions of the Uniform Commercial Code. Provides that the amendatory changes are declaratory of existing law. Effective immediately.

Provides that, after the 2-week period, the individual will be eligible for benefits.

Amends the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act. Provides that certain provisions concerning public notice, evaluations, and selection procedures do not apply to architectural, engineering, and land surveying contracts with an estimated basic professional services fee of less than the maximum estimated basic professional services fee. Provides that, for contracts entered into on or after the effective date of the amendatory Act and before January 1, 2027, the maximum estimated basic professional services fee is $40,000. Provides that, for calendar years beginning on or after January 1, 2027, the maximum estimated basic professional services fee shall be increased each year by a percentage equal to the annual unadjusted percentage increase, if any, in the Consumer Price Index-u during the 12-month period ending in September of the immediately preceding calendar year and rounded to the nearest $10.

Provides that the Act may be referred to as the Illinois Correctional Data and Transparency Act. Amends the Unified Code of Corrections. Provides that beginning March 1, 2026 and every March 1 thereafter, the Department of Corrections shall submit to the General Assembly a recidivism report which the Department shall post on its website and make publicly available. Establishes the information contained in the report. Provides that the release rates shall be published on a public dashboard. Provides that within 60 days after the effective date of the amendatory Act, the Department of Corrections must file and post a recidivism IT remediation plan, consisting of timelines, milestones, and responsible staff. Provides that until the first new report is posted, the Department must file monthly status updates with the House Appropriations-Public Safety Committee and the Senate Appropriations-Public Safety and Infrastructure Committee. Provides that the Department of Corrections shall enter into standing memoranda of understanding, which shall be updated at least annually, providing periodic feeds needed to compute recidivism, with privacy protections, between the Department and: (1) the Administrative Office of the Illinois Courts concerning court dispositions; (2) the Illinois State Police concerning arrest and identifier data submitted to the Illinois State Police under the Criminal Identification Act; and (3) county sheriffs and jail administrators concerning booking information and returns of persons previously committed to county jails. Provides that the Department of Corrections shall publish aggregate and de-identified data with small-cell suppression. Provides that unit-record identifiable data shall not be disclosed to the public. Provides that research access to the data shall be only available by approved agreements with the Department of Corrections. Provides that if the annual report is filed more than 60 days after the March 1 due date, the Director of Corrections or his or her designee must appear before designated committees of the General Assembly with a remediation plan. Subject to appropriation, the Auditor General may conduct a performance audit of data processes. Effective immediately.

Amends the Code of Criminal Procedure of 1963. Provides that if the court orders an unfit defendant to be placed in the custody of the Department of Human Services, during the period of time required to determine bed and placement availability at the designated facility, the defendant may (rather than shall) remain in jail. Makes technical changes in a provision concerning credit for good behavior.

Amends the Cook County Forest Preserve District Act and the River Conservancy Districts Act. Makes changes to the competitive bidding thresholds for contracts entered into by River Conservancy Districts or the Cook County Forest Preserve District for supplies, materials, or work. Changes the bid threshold to $60,000 for contracts related to supplies or materials, $30,000 for contracts involving work, or a lower amount for any contract for supplies, materials, or work, if required by board policy. Effective immediately.

Provides that the Board of Higher Education and the Illinois Community College Board shall develop a policy to foster the reverse transfer of credit for any student who has accumulated at least 30 (rather than 15) hours of academic credit at a community college and a sufficient number of hours of academic credit at a State university in the prescribed courses necessary to meet a community college's requirements to be awarded an associate degree. Provides that each State university shall automatically notify any transfer student accepted to the State university with at least 30 hours of academic credit at a community college of the option for the reverse transfer of credit within the student's first term of enrollment. Provides that a community college shall provide notification to a student wishing to reverse transfer earned academic credit with instructions on application for conferral of an associate degree. Provides that a community college or State university may not charge an application, transfer evaluation, or graduation fee or any other fee associated with conferral of an associate degree through reverse transfer. Provides that a community college shall include each student awarded an associate degree through reverse transfer within its student information system. Effective immediately.

Provides that the provisions concerning mid-size businesses are inoperable 5 years after the award of the first contract under the provisions. Repeals the provisions on July 1, 2031 (instead of January 1, 2030).
