Allows active-status members of the Illinois National Guard to use toll highways without paying tolls.

The bill amends the Toll Highway Act to allow active-status members of the Illinois National Guard to use any toll highway without paying the toll if they have an Official Permit Card from the Illinois State Toll Highway Authority. The Authority must adopt rules for issuing these permits. The bill also maintains the list of persons authorized to use toll highways without charge, which is open to public inspection.
