Transfers the jurisdiction of the Hawaii Water Carrier Act from the Public Utilities Commission to the Department of Transportation. Makes conforming amendments. Appropriates funds.

Prohibits the counties from imposing certain lot requirements and dwelling specifications for parcels of land zoned for residential uses located within the urban district for purposes of subdivision, development, or the issuance of a building permit, with certain exemptions. Allows the counties to establish a petition process for neighborhoods, subdivisions, or other geographically contiguous areas to establish or retain certain requirements or specifications. Makes an emergency appropriation for fiscal year 20252026 to the University of Hawaii to expand and sustain the Maui Wildfire Exposure Study and Maui Health Registry.

Authorizes the issuance of general obligation bonds for capital improvement projects to rehabilitate the Waikiki War Memorial Natatorium and develop a Waikiki war memorial complex and War memorial center.

Appropriates general funds to various programs due to anticipated operating shortfalls because of the lack of authority to transfer funds between programs.

Requires the Office of Planning and Sustainable Development to establish a Statewide Blue Carbon Strategy. Requires a report to the Legislature.

Removes historic sites and the Waikiki special district from the requirement for environmental assessments under section 343-5, HRS.

Requires the Department of Agriculture and Biosecurity to establish rules allowing the sale and distribution of fine mesh nets, including monofilament netting, in the State to protect plants from the coconut rhinoceros beetle.

Repeals the requirement that the disbursing officer immediately begin recovery of the indebtedness regardless of a pending contested case. Amends the maximum amount that a disbursing officer may deduct from an employee's salary, wage, or compensation as recovery of an employee's indebtedness to 5% of the employee's gross income per pay period, with exceptions. Requires a written statement to be provided to the employee at least thirty calendar days before the deduction. Effective 1/1/2077. (SD1)

Establishes the Prior Authorization Committee to specify medical conditions for which prior authorization by the insurer for treatment is not required for health insurance coverage. Requires health plan insurers to align their prior authorization processes for other conditions with Medicare policies.

Part I: Extends the Zero Emissions Clean Economy Target to 2075 and establishes an interim target of seventy per cent for 2050. Part II: Maintains the existing Zero Emissions Clean Economy Target but exempts the Department of Transportation and transportation systems and services from the target.

Requires persons who sell or offer plants for sale at retail to provide information on the risk of invasiveness of the plant species. Requires the Invasive Species Council to develop a labeling system for plants that displays the plants' weed risk assessments. Establishes fines for violations. Effective 1/1/2027.

Provides an exemption to dispositions of lands set aside for film studio and film studio operation from prior approval of the Board of Land and Natural Resources pursuant to section 171-11, Hawaii Revised Statutes, thus streamlining the Department of Business, Economic Development, and Tourism's use of the Hawaii film studio for filming activity and other film-related business in order to more efficiently develop Hawaii's film, media, and creative industries.

Beginning 1/1/2027, establishes presidential preference primary elections for the 2028 election cycle. Appropriates funds.

Establishes statewide health care worker safety and workplace violence prevention requirements for health care facilities. Requires enforcement by the Department of Labor and Industrial Relations in coordination with the Department of Health.

Protects a person's right to publicity from digital replicas by including "digital replica" in the definition of "likeness" that is protected under state law that governs publicity rights. Effective 1/1/2077. (SD1)

Reduces the unimpaired minimum capital and surplus that class 4 sponsored captive insurance companies are required to maintain. Effective 1/1/3000. (SD1)

Amends section 11-364, HRS, to provide that an excess contribution of more than $100 in cash, in the aggregate, from a single person during an election period to a candidate, candidate committee, or noncandidate committee shall escheat to the Hawaii election campaign fund if not returned to the contributor within 30 days.
