Hawaii HB2051 amends Section 11-364 of the Hawaii Revised Statutes to require any candidate, candidate committee, or noncandidate committee that receives more than the applicable contribution limit to return any excess contribution to the contributor within thirty days. If the excess is not returned within this period, it will escheat to the Hawaii election campaign fund. This Act does not affect rights and duties that matured before its effective date.
