Authorizes the use of county surcharge revenues for transportation and housing infrastructure in counties having a population of 500,000 or less. Authorizes counties that have previously adopted a surcharge on state tax ordinance after July 1, 2015, to amend the uses of the surcharge. Authorizes a licensed health care provider properly trained in the medical forensic care of a patient who has experienced sexual assault or abuse, upon consultation with a minor patient who indicates that the minor was the victim of a sexual offense, with the consent of the minor patient, to perform customary and necessary examinations to obtain evidence of the sexual offense and may prescribe for and treat the patient for any immediate condition caused by the sexual offense. Establishes the School Meals Option Pilot Program within the Department of Education to provide healthy meal options to students. Beginning with the 2026-2027 school year, requires at least one high school in each school complex area to offer a meal in accordance with the School Meals Option Pilot Program every other week. Beginning with the 2027-2028 school year, requires at least one high school in each school complex area to offer a meal in accordance with the School Meals Option Pilot Program every week. Requires each individual high school to develop guidelines to implement the School Meals Option Pilot Program, subject to Department of Education approval. Requires reports to the Legislature. Requires the Department of Health to adopt rules, allocate resources for EMT training, and coordinate with emergency medical services providers in the State, to incorporate the administration of buprenorphine after the administration of an opioid antagonist as a standard component of emergency medical services' protocols during an opioid-related drug overdose response.
