Proposes a constitutional amendment to specify that reapportionment shall be based on the resident population, as counted in the most recent decennial United States census for the respective reapportionment year, rather than the permanent resident population.

Creates a statutory right of victims and witnesses of sexual offenses under part V of chapter 707, Hawaii Revised Statutes, to a speedy trial in criminal cases involving adult defendants. Repeals certain exemptions for beverage dealers from the requirement to operate redemption centers and amends the types of containers they must accept for redemption. Allows the establishment of regional centers for the redemption of refillable beverage containers but not as substitutes for dealers' means to receive deposit beverage containers. Requires the Department of Health to establish a Reverse Vending Machine Pilot Program to use the Deposit Beverage Container Deposit Special Fund to provide grants to deploy reverse vending machines. Requires the Business Activity Water Catchment System Working Group to report its findings and recommendations to the Legislature before the Regular Session of 2027 and dissolve on 6/30/2027. Prohibits landlords, including those operating in public housing and educational dorm settings, from renting a dwelling unit that the landlord knows has a current bed bug infestation. Establishes procedures that landlords shall take upon receiving notice of an actual or suspected bed bug infestation.

Adopts a uniform standard for landscape architecture licensure developed by the Council of Landscape Architectural Registration Boards.

Requires the State Board of Nursing to identify one facility in each of the counties of Hawaii, Kauai, and Maui that has the capability to establish a Pearson VUE Authorized Test Center as a test site to administer a National Council Licensure Examination for nurses; equip each facility identified with the technical and facility requirements necessary for a Pearson VUE Authorized Test Center; and submit an application for each facility to Pearson Education, Inc. to be authorized and contracted as a Pearson VUE Authorized Test Center. Makes it a deceptive practice to advertise, display, or offer a price for goods or services that does not include all mandatory fees or charges, with certain exceptions.

Establishes that a person's conduct that produces, or causes to be produced, noise exceeding a certain decibel level during nighttime hours in any area zoned as residential or mixed-use residential is an unreasonable noise that constitutes the offense of disorderly conduct. Appropriates funds.

Expands the protections established under Act 2, SLH 2023, to include gender-affirming health care services. Clarifies jurisdiction under the Uniform Child-Custody Jurisdiction and Enforcement Act for cases involving children who obtain gender-affirming health care services. Effective 12/31/2050. (SD1)

Provides the Governor with discretion to not fill a vacant legislative position if the vacancy occurs one hundred twenty days or less from an upcoming primary election until after the results of the primary election are certified.

Increases the minimum age to operate a low-speed electric bicycle from fifteen to sixteen years of age.

Requires quarterly rather than annual reporting of all use of restricted use pesticides. Amends the contents of reports to include specific geospatial data and information and increased detail on the amount of restricted use pesticides used. Requires the Department of Agriculture to develop an online reporting tool for restricted use pesticides.
