Renames the Department of Business, Economic Development, and Tourism to the Department of Housing, Economic Development, and Tourism.

Expands programming and training for the comprehensive offender re-entry program under the Department of Corrections and Rehabilitation to reduce the rate of recidivism and increase inmate marketability and workforce readiness. Appropriates funds.

Requires and appropriates moneys for the establishment of a 5-year nurse recertification pilot program to be administered by the Department of Health. Requires reports to the Legislature. Appropriates moneys for the Department of Health to award scholarships to eligible nursing students who agree to teach nursing in Hawaii after graduating.

Beginning 7/1/2025, prohibits the construction, modification, or expansion of a landfill unit or any component of a landfill unit mauka of the underground injection control line without first establishing a buffer zone of not less than one-quarter mile around the landfill unit. Prohibits the utilization of fly ash, bottom ash, or a combination of fly and bottom ash from a municipal waste combustor, including any ash residue that remains after removal of metals for recycling into new metal products, for the purposes of road building, construction, or as alternative daily cover material on a landfill. Effective 12/31/2050. (SD2)

Establishes Hawaii Beach Day. Requires the Hawaii Tourism Authority, in collaboration with the Department of Land and Natural Resources, to organize and support events and activities to celebrate and observe Hawaii Beach Day. Appropriates funds.

Establishes a paid family leave program for state and county employees. Authorizes a qualifying employee to take up to twelve weeks of paid leave for the birth or placement of a child or to care for a family member who has a serious health condition.

For the purposes of state justifiable-use-of-force law: (1) Amends the definition of "dwelling" to include agricultural land used as a residence or place of lodging; and (2) Creates a definition of "place of work" that includes agricultural land.

Makes emergency appropriations and commensurate reductions to pay for anticipated operating shortfalls due to the limited ability to transfer funds between programs.

Prohibits a person from lending a firearm to a person who does not have a firearm permit or does not have a registered firearm. Requires an adult who is borrowing a firearm to have either a firearm permit or a registered firearm, and not be prohibited to own or possess a firearm. Specifies that an adult who is twenty-one years of age or older may be lent a rifle or shotgun for a period not to exceed twelve hours. Repeals the authorization to use a rifle or shotgun outside of the State for up to seventy-five days. Repeals the authorization to lend a rifle or shotgun without a permit.

Establishes a child care classroom contracts pilot program to require the Department of Human Services to contract directly with child care center providers in licensed infant and toddler child care centers and group child care centers that meet certain criteria. Requires reports to the Legislature. Sunsets the pilot program on 6/30/2028. Effective 7/1/3000. (HD1)

Prohibit sellers of foreclosed homes from bundling properties at a public sale and requires each foreclosed home to be sold separately. Specifies that the sale of a foreclosed property is not final until either fifteen days after the public sale or forty-five days if an eligible bidder submits a subsequent bid or written notice of intent to submit a subsequent bid.

Clarifies and strengthens the State's protections against sex-based harassment, sex discrimination, and retaliation that occur in public schools, public charter schools, or at the University of Hawaii, including discrimination based on gender identity or expression, sexual orientation, pregnancy, and pregnancy-related conditions. Establishes procedures for investigations and decision-making. Requires mandatory reporting by certain employees.

Appropriates funds to the Department of Human Services to achieve the full funding, including estimated payment increases, of Medicaid home- and community-based services. Effective 12/31/2050. (SD1)

Requires all performance incentive contracts to specify a pricing basis, performance goals, and a formula in calculating the contractor's profit, fees, or price decrease if the specified performance goals are exceeded or not met. Effective 1/1/2525. (SD1)

Requires the Department of Budget and Finance to conduct a feasibility study on the associated costs of establishing and implementing a Legislative Budget Office. Requires a report to the Legislature. Repeals the Joint Legislative Budget Committee and the Office of the Legislative Analyst. Appropriates funds. Effective 1/1/2491. (SD1)

Expands the State's temporary disability insurance coverage to, and exempts from TDI benefit eligibility requirements that are employment-related, employees who are unable to perform their employment duties due to the employee's childbirth or provision of kangaroo care to, or expression of breast milk for, the employee's child who is required to stay in a neonatal intensive care unit. Extends under certain conditions the temporary disability benefit payment period and family leave period for employees who are unable to perform their employment duties due to a preterm birth of a child who is required to stay in a neonatal intensive care unit (NICU) or birth of a child who is required to stay in a NICU for more than eight weeks. Defines "kangaroo care" and "preterm birth". Requires the Department of Health to amend its rules to include neonatal care as related condition where the phrase "pregnancy, childbirth, or other related condition" is used.

Beginning July 1, 2025, extends the term of the Oversight Coordinator for the Hawaii Correctional System Oversight Commission. Clarifies that the Oversight Coordinator has the general authority to inspect agencies and correctional facilities without notice. (SD2)

Establishes, and appropriates funds for, five full-time equivalent (5.0 FTE) positions within the Civil Rights Compliance Branch of the Department of Education. Effective 7/1/3000. (HD1)

Changes from 1 ounce to 30 grams the minimum amount of marijuana that constitutes the offense of promoting a detrimental drug in the second degree. Increases from 3 grams or less to 15 grams or less the amount of marijuana that constitutes the offense of promoting a detrimental drug in the third degree.

Requires all accident and health or sickness insurers, mutual benefit societies, and health maintenance organizations operating in the State to adopt policies, procedures, and criteria for approving or denying requests for prior authorization that are the equivalent to the guidelines for prior authorization established by Medicare.

Requires, and appropriates funds for, the Department of Education to establish a standards-based Water Safety Education Pilot Program. Effective 7/1/3000. (HD1)
