Beginning with the 2027-2028 school year, requires each public school in the State, including charter schools, to employ, or retain under contract, at least 1 mental health professional for every 250 students enrolled, subject to certain conditions. Requires the Department of Education to submit a progress report to the Legislature no later than 20 days prior to the convening of the Regular Session of 2026. Appropriates moneys for the Department of Education to contract for mental health professionals and to establish an unspecified number of fulltime equivalent mental health professional positions within the Department of Education. Expands workers' compensation medical benefits for firefighters to include coverage for adenocarcinoma or mesothelioma of the respiratory system; cancer of the buccal cavity, colon, pharynx, and thyroid; and malignant melanoma. Specifies that an employer may prove that the cancer or disease was not associated with the firefighting duties to deny medical benefits under workers' compensation law. Effective 7/1/3000. (HD1)

Amends covered offender registration laws to include offenders who, while acting in a professional capacity, commit the offense of sexual assault in the fourth degree against a minor who is at least sixteen years old. Establishes a mandatory minimum term of imprisonment for promoting a dangerous drug in the third degree if the conviction is predicated on the possession of methamphetamine or fentanyl, and progressive mandatory minimum terms of imprisonment if the person has prior convictions predicated on the trafficking of methamphetamine or the possession of methamphetamine or fentanyl.

Appropriates funds for incentive payments to Hawaii public school ABLE account owners and to fund a position to provide statewide outreach, advocacy, and relationship management for the Hawaii ABLE Savings Program.
