Prohibits a health care provider or medical creditor from filing a civil lawsuit to collect medical debt from a patient whose household income is less than or equal to five hundred percent of the Federal Poverty Level. Prohibits a health care provider or medical creditor from engaging in certain debt collection practices. Prohibits a health care provider or medical creditor from selling medical debt. Prohibits a health care provider whose income exceeds a certain threshold from denying non-emergency medically necessary care to patients.

Requires the Department of Education, in consultation with the Department of Health, to develop and distribute to each public middle and high school in the State guidelines for the establishment and operation of safe spaces for students to access telehealth services on school property during normal school hours. Requires each public middle and high school to establish and maintain a safe space for students according to the guidelines.

Authorizes the Department of the Attorney General to initiate an investigation into a nonprofit corporation for compliance with the Hawaii Nonprofit Corporations Act and its tax exempt status under the Internal Revenue Code.

Allows applicants for driver's permit, driver's license, or civil identification cards to request a nonapparent disability notation on their permit, license, or identification card.

Amends bail and peace bond forfeiture rules to predicate forfeiture on whether bail providers performed and continue to perform their duties with reasonable diligence. Clarifies when bail providers may discharge their duties. Specifies the factors that courts shall consider in determining if bail providers are performing their duties with reasonable diligence or are negligent and should be subject to forfeiture. Requires courts to hold a hearing to order a forfeiture. Extends the deadline to file motions to set aside forfeitures. Clarifies that courts may extend, waive, or modify any procedural deadlines in forfeiture proceedings. Species that bail providers are not in privity with defendants, and therefore not barred res judicata from filing certain motions.

Adopts the Psychology Interjurisdictional Compact to regulate the practice of telepsychology and the temporary in-person, face-to-face practice of psychologists when patients are located in compact states other than the state where the psychologist is licensed. Requires the Department of Commerce and Consumer Affairs to adopt rules to implement and administer the compact.

Updates methods for automatic voter registration conducted by the Examiner of Drivers. Makes conforming amendments. Effective 1/30/2027.

Prohibits the Department of Health from issuing permits for commercial burning of green waste products in residential areas or within one thousand feet of a residential property.

Appropriates funds to each county to facilitate the collection of feral chickens that have already been caught.

Clarifies that a community association manager is an individual who is the managing agent responsible for the contracted management and oversight of a cooperative housing corporation, condominium association, or homeowners association. Amends the definition of "managing agent" to include a community association manager.

Requires the Department of Health to adopt rules mandating that each primary caregiver and substitute caregiver in a Community Care Foster Family Home be a licensed nurse or certified nurse aide. Makes the requirements for primary and substitute caregivers applicable to all Community Care Foster Family Homes, regardless of the number of clients in the home.

Requires the Director of Finance to consider, before the selection of a depository for the state treasury, the beneficial effects to the State of using depositories within the State, including but not limited to lending at favorable terms for the creation of certain affordable housing units. Effective 7/1/2050.
