Requires the Attorney General to include in the Attorney General's annual report of claims recommended for approval a total dollar amount of possible judgments against the State that have not yet settled. Requires the Attorney General's report to the Legislature describing the claims against the State to include additional information. Requires the Attorney General to submit a report every five years to the Legislature containing further incidents that occurred in an agency that led to a claim.

Exempts condominium associations and managing agents from providing documentation not already in existence or preparing forms to facilitate a private sales transaction.

Amends the definition of "dangerous to self". Defines the terms "gravely disabled" and "psychiatric deterioration". Broadens the term of "imminently dangerous to self and others". Increases the maximum period of emergency hospitalization.

Establishes the Office of Legislative Ethics and Accountability as an independent, nonpartisan entity to receive and investigate complaints alleging ethical violations or misconduct by current members or current employees of the state legislature. Appropriates moneys.

Prohibits discrimination based on: (1) The perception that a person possesses certain characteristics; (2) The perception that a person is associated with a person who possesses, or is perceived to possess, certain characteristics; or (3) The intersection or combination of two or more specified characteristics in relation to a person.

Part I: Extends the Zero Emissions Clean Economy Target from 2045 to 2050. Part II: Maintains the existing Zero Emissions Clean Economy Target but exempts the Department of Transportation and transportation systems and services from the target.

Beginning 1/1/2027, authorizes county lifeguards providing services at a county or state beach park to administer epinephrine auto-injectors to render emergency care to another person. Establishes requirements for health care providers to issue prescriptions for, and pharmacists to dispense, epinephrine auto-injectors to counties or county life guards. Establishes certain limitations of liability.

Maintains the petty misdemeanor offense of abuse of family or household member by repealing the sunset of amendments made to sections 709-906 and 853-4, HRS, by Act 19, SLH 2020. Repeals provisions authorizing a deferred acceptance of a guilty plea for misdemeanor and petty misdemeanor abuse of family or household members offenses.

Authorizes manufacturers of investigational drugs or biological products that are pending approval by the United States Food and Drug Administration to make the drugs or products available to terminally ill patients under certain conditions.

Establishes the Hawaii State Fellows Program within the Department of Human Resources Development to match talented applicants with full-time, paid fellowship roles in various state agencies for a period of 10 to 11 months. Establishes minimum qualifications and procedures for eligible applicants to apply to the program. Gives preference to eligible program applicants who have a pre-existing connection to the State or a demonstrated commitment to long-term leadership in the State. Requires the Department of Human Resources Development to coordinate with state agencies to implement and promote the program. Requires a report to the Legislature. Appropriates moneys.

Requires the Department of Land and Natural Resources to establish and enforce vegetation management requirements to prevent wildfires caused by electric utilities.

Replaces the State's renewable portfolio standard of 100 per cent renewable energy generation by 2045 with the original mandate for 70 per cent by 12/31/2045.

Beginning with the 2028-2029 school year, requires each public school in the State, including charter schools, to employ, or retain under contract, at least one mental health professional for every 250 students enrolled, subject to certain conditions. Requires the Department of Education to submit a progress report to the Legislature no later than 20 days prior to the convening of the Regular Session of 2027. Appropriates moneys for the Department of Education to contract for mental health professionals and to establish an unspecified number of fulltime equivalent mental health professional positions within the Department of Education.

Beginning July 1, 2027, requires certain sugar-sweetened beverages to contain an excessive sugars warning label. Establishes civil penalties. Requires the Department of Health to adopt rules.

Exempts state and county lands leased after July 1, 2026, for an initial period of not less than 99 years from chapters 516 and 516D, Hawaii Revised Statutes.

Authorizes the Department of Health to accept accreditation from an accreditation organization or a certification organization recognized by the Centers for Medicare and Medicaid Services as demonstration that a licensed home health agency is in compliance with all licensing inspections required by the State. Specifies conditions under which a home health agency may be exempt from a licensing inspection on a continuing basis. Requires information obtained in reports of survey and accreditation or certification letters to be public information.
