Beginning 7/1/28, requires each public school to have at least one operational refillable water bottle filling station accessible to students and staff. Requires reports to the Board of Education and the Legislature. Appropriates funds.

Clarifies that a person who uses deadly force in self-defense does not have a duty to retreat if they are in their dwelling or on their property, unless they are the initial aggressor. Repeals statutory language that permits a person to use deadly force at their place of work.

Authorizes the State and counties to temporarily rehire retired public employees to fill positions identified as unique and critical to government operations.

Repeals certain prohibitions on the imposition of fees, conditions, or requirements on community retail pharmacies that are not imposed on mail order pharmacies.

Allows providers to bring civil actions to compel payment and obtain injunctive relief, damages, interest, and attorneys' fees for violations. Deems violations to be unfair methods of competition and unfair or deceptive acts or practices. Requires insurers to furnish an explanation of benefits to the assigned provider upon request.
