Allocates twenty per cent of conveyance tax revenues to the Dwelling Unit Revolving Fund. Repeals the annual cap amount on the allocation of conveyance tax revenues to the Rental Housing Revolving Fund.

Establishes the Carbon Emissions Tax and Dividend Special Fund. Gradually increases the Environmental Response, Energy, Carbon Emissions, and Food Security Tax and establishes a refundable income tax credit to mitigate the effect of the increased tax on taxpayers. Repeals certain conditions on the use of surcharges received from the State for counties having a population equal to or less than 500,000 that adopt a county surcharge on state tax.

Requires the Public Utilities Commission to establish an Intervenor Compensation Program to reimburse qualified intervenors participating in commission proceedings for reasonable costs incurred for making substantial contributions. Requires reports to the Legislature. Appropriates funds.

Requires the Board of Education to adopt a heat acclimatization and practice policy based on the Hawaii Athletic Trainers Association's Hawaii High School Athletic Association Heat Acclimatization and Practice Policy of 2017 for students in grades kindergarten to twelve in Department of Education schools and public charter schools statewide for certain physical activities. Appropriates funds.

Establishes an executive committee and amends the membership and duties of the Hawaii Climate Change Mitigation and Adaptation Commission (Commission). Requires each member agency of the Commission to implement its own actions to address certain strategies and goals established by the Commission. Establishes reporting and review requirements for member agencies relating to climate change mitigation and adaptation efforts and clean economy targets. Updates reporting requirements for the Sea Level Rise Vulnerability and Adaptation reports. Allows the Commission to enter into certain procurement contracts. Updates the zero emissions clean economy target.

Part I: Establishes an Ombudsman's Office and gives the Real Estate Commission the authority to investigate complaints. Part II: Broadens the list of documents an association must maintain and provide to unit owners.

Requires the Department of Agriculture and Biosecurity to use consistent units of measurement in its summary to the public on the amounts of restricted use pesticides applied. Establishes a one-half mile buffer zone for pesticides around schools during normal school hours.

Excludes the sale of a motor vehicle to a lessor of rental motor vehicles for use as a rental motor vehicle as a sale at wholesale. Imposes the maximum allowable excise tax on the use of tangible personal property in the State for the importation or purchase of a motor vehicle by a lessor of rental motor vehicles for use as a rental motor vehicle. Establishes a Teacher Temporary Hazard Pay Special Fund to pay a temporary hazard pay bonus to certain eligible teachers. Beginning 7/1/2026 until 7/1/2030, deposits the additional tax revenue generated by this Act into the Teacher Temporary Hazard Pay Special Fund.

Increases the contract award value that triggers required proof of vendor compliance from $2,500 to $6,000.

Appropriates funds for the Area-Wide Fruit Fly Suppression Program.

Establishes provisions regarding the volunteered administration of certain medications by authorized persons at public schools, including requirements for parent authorization, administration instruction, and liability protections. Expands permitted emergency treatments to include epinephrine, inhalers, seizure rescue medication, glucagon, insulin, and blood-glucose monitoring.

Requires the Governor to submit a recommended budget for deferred repair and maintenance and capital improvements on existing state-owned buildings and infrastructure.

Requires the Department of Education to develop and implement a 100th Infantry Battalion history curricula plan beginning with the 2027-2028 school year. Requires licensure for individuals managing common interest community associations for compensation. Clarifies that common interest community association manager licensure is distinct from real estate licensure. Establishes the qualifications, continuing education, and standards of conduct required for common interest community association manager licensure. Authorizes the Department of Commerce and Consumer Affairs to administer licensure of common interest community association managers. Clarifies exemptions for licensure requirements. Appropriates funds.

Prohibits the manufacture or sale of surfboard wax that contains perfluoroalkyl and polyfluoroalkyl substances.

Requires an employer to file a response, either accepting or objecting to a treatment plan, within seven days of receipt. Imposes a monetary penalty if an employer does not file a response within the seven-day period. Clarifies that a treatment plan is deemed accepted if an employer fails to file certain documents within the seven-day period.

Removes state of mind requirement pertaining to a victim's age for felony assaults aggravated by the victim's age. Raises the threshold age from 60 years of age or older to 65 years of age or older.

Beginning with the 2026-2027 school year, requires public charter schools participating in the National School Lunch Program to provide free meals to students whose family income is no more than three hundred per cent of the federal poverty level. Appropriates funds.
