Establishes a nonrefundable individual income tax credit for a certain percentage of expenses paid to retrofit a residence with wind resistive devices or to purchase, install, or construct, a hurricane shelter on the taxpayer's property. Reduces the general excise tax rate on the gross proceeds or income from the sale of a concrete certified hurricane-resistant residential project or certain hurricane-resistant components of a high-rise condominium. Applies to taxable years beginning after 12/31/2026. Sunsets 12/31/2030.

Prohibits the use of a detachable ammunition magazine with over a fifty-round capacity with any firearm other than a pistol with exceptions.

Establishes a performing arts ticket surcharge on the sale of certain performing arts tickets for an event held in the State.

Requires hotelkeepers to supply and provide annual training on the proper use and limitations of a panic button to certain workers no later than 1/1/2027.

Establishes statewide, uniform standards to promote agricultural tourism activities in the State for all counties that have adopted an agricultural tourism ordinance. Requires agricultural tourism activities to be registered by the county planning department. Requires agricultural tourism activities to coexist with an agricultural activity on a farming operation and requires termination of the agricultural tourism activities upon cessation of the agricultural activity, except under certain circumstances. Requires the Chief Data Officer to enhance the State's open data portal website through the phased development and publishing of an artificial intelligence chatbot and necessary data visualizations on statewide shared data sets to assist the public in navigating the open data portal website and finding information about statewide services across state departments and agencies. Requires the Chief Data Officer to develop a system to evaluate and select for procurement artificial intelligence governance tools for use by state departments and agencies and establish a mechanism for reporting and publication of artificial intelligence use cases and artificial intelligence vendors used by the departments and agencies. Amends or repeals various provisions of the HRS or the SLH for the purposes of correcting errors and references, clarifying language, or deleting obsolete or unnecessary provisions.

Authorizes the Board of Land and Natural Resources to approve the operation of conservation banks and amends the Endangered Species Recovery Committee's membership and scope of authority. Effective upon approval.

Authorizes the recording of a notice of pendency of investigation in the Bureau of Conveyances and Land Court to alert potential purchasers or encumbrancers to investigations of reported or suspected violations of law concerning real property or affecting the title to, or the right of possession of, real property. Specifies the requirements, contents, effect, and procedures for the expiration or expungement of the notice. Requires the registrar to accept for recordation notices of pendency of investigation submitted by authorized government agencies.
