To amend the Federal Food, Drug, and Cosmetic Act to specify that hair straightening or smoothing products containing formaldehyde or formaldehyde releasing substances will be considered adulterated, and for other purposes.

To amend the Immigration and Nationality Act to provide for the performance of certain Department of Homeland Security counsel functions by State officers and employees, and for other purposes.

To amend the Internal Revenue Code of 1986 to expand eligibility for health savings accounts, and for other purposes.

To require the Secretary of Veterans Affairs to carry out efforts to inform veterans of their rights with regards to the receipt of health care, benefits, and services furnished under provisions of law administered by the Secretary, and for other purposes.

To require a report on the competitiveness of United States exports of specialty crops.

To prohibit Federal funding of State firearm ownership databases, and for other purposes.

To amend the Patient Protection and Affordable Care Act to establish a public health insurance option, and for other purposes.

To amend title 23, United States Code, to include public information and education activities as authorized programming under highway safety programs and to require the Secretary of Transportation to carry out an education campaign on the dangers associated with noncompliant or counterfeit child restraint systems, including car seats and booster seats, and methods for identifying and avoiding such systems, and for other purposes.

To prohibit the Department of Homeland Security from constructing, acquiring, renovating, or operating any new processing site or detention center without providing a mechanism for public comments regarding such activity, entering into a signed, written agreement with appropriate State and local officials, and providing Congress with advance notice of such activity.

To amend the Clayton Act to permit a State attorney general to bring a civil action for damages as parens patriae for injuries sustained by reason of price discrimination in violation of the Robinson-Patman Act amendments to the Clayton Act, and for other purposes.

To amend title 38, United States Code, to refund the amount of fees for a housing loans guaranteed by the Secretary of Veterans Affairs for certain veterans with pending disability claims, and for other purposes.

To amend title XVIII of the Social Security Act to establish a demonstration program to provide payment under the Medicare program for living kidney donor transplant facilitator training.

To amend the Food and Nutrition Act of 2008 to require the promulgation of cybersecurity and digital service regulations relating to the use of EBT cards under the supplemental nutrition assistance program, and for other purposes.

To amend title XIX of the Social Security Act to codify value-based purchasing arrangements under the Medicaid program and reforms related to price reporting under such arrangements, and for other purposes.
