A "covered nomination" is defined as a nomination to a position that is not at level I of the Executive Schedule, a judge of a court of appeals, or a Supreme Court Justice. The en bloc consideration of these nominations will be conducted in the same manner as if it were a motion to proceed to the consideration of a single nomination.
