Mr. Graham introduced the following joint resolution; which was read twice and referred to the Committee on the Judiciary
JOINT RESOLUTION
Proposing an amendment to the Constitution of the United States requiring Members of Congress to forfeit their compensation during Government shutdowns.

“section 1. For any period during which there is a lapse in appropriations as a result of a failure to enact regular or continuing appropriations for one or more Federal agencies or departments, a Member of Congress shall forfeit and not receive any compensation for the services of the Member during such period.
“section 2. Amounts forfeited under section 1 shall be transferred to the general fund of the Treasury to be used to reduce the Federal debt.
