The Promoting Agriculture Safeguards and Security Act, or PASS Act, amends the Defense Production Act of 1950 to mandate the Committee on Foreign Investment in the United States (CFIUS) to review and potentially prohibit certain transactions involving agricultural land and businesses. The bill focuses on transactions that could result in control by a foreign adversary, defined as China, Russia, Iran, or North Korea, over U.S. agricultural land or businesses. The President can prohibit such transactions unless a party voluntarily abandons the transaction.
