It clarifies that the Act does not apply to provisions of law that provide protections against discrimination, child labor, child abuse, child exploitation, or access to health care. It also ensures that the Act does not apply to terms of government contracts, grants, or other awards that require services or goods to be provided to program beneficiaries or participants.
