The HELP Copays Act modifies the Public Health Service Act and the Internal Revenue Code to allow financial assistance for outpatient prescription drugs, including that offered by non-profit organizations and drug manufacturers, to count towards deductibles and cost-sharing requirements in health insurance plans. This applies to group health plans and health insurance issuers for plan years beginning on or after January 1, 2026. The changes also include conforming amendments to the Patient Protection and Affordable Care Act.
