The Affordable Electricity Rates Act of 2026 amends the Federal Power Act to require the Federal Energy Regulatory Commission to evaluate the effects of electricity rates on consumer affordability. The Commission must consider whether a rate or charge is likely to result in unaffordable retail electricity prices for consumers. If the Commission determines that a rate or charge will increase retail electricity prices by 5 percent or more, it must presume that the rate or charge is unaffordable. Such rates or charges cannot be deemed just and reasonable under the Federal Power Act.
