Mr. Warner (for himself and Mr. Young) introduced the following bill; which was read twice and referred to the Committee on Energy and Natural Resources
A BILL
To require the Secretary of Energy to establish a program to strengthen the domestic science and engineering workforce through partnerships among institutions of higher education, National Laboratories, other Federal science agencies, and industry to support accelerated doctoral programs, and for other purposes.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. Short title.
This Act may be cited as the “Promoting High-skilled Doctoral Talent Act of 2026” or the “PHD Talent Act of 2026”.
