A BILL
To amend the Higher Education Act of 1965 to improve the financial aid process for homeless and foster care youth.
Secretarial support and guidance for homeless and foster youth
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. Short title.
This Act may be cited as the “Higher Education Access and Success for Homeless and Foster Youth Act of 2026”.
