The Prioritizing American Talent Act prohibits the Department of Homeland Security from using funds to process applications for employment authorization for foreign students unless expressly authorized by law. It also rescinds unobligated balances in the Immigration Examinations Fee Account that are attributable to unauthorized applications. The Secretary of Homeland Security must determine the amount to be rescinded within 30 days of the Act's enactment.
