The Elementary and Secondary School Counseling Act seeks to address the mental health needs of students by increasing access to school-based mental health services providers at high-need schools. The bill authorizes grants to states, which in turn award subgrants to local educational agencies to recruit and retain school-based mental health services providers or contract with community mental health centers. The bill recommends maximum student to provider ratios of 250 to 1 for school counselors, 500 to 1 for school psychologists, and 250 to 1 for school social workers.
