The ACCESS Act, or Assisted Living Affordability, Choice, Community, Empowerment, Savings, and Support Act, amends the Social Security Act to include assisted living services under Medicaid, provided they meet state law and Medicaid requirements. It also modifies the Internal Revenue Code to include projects that reduce medical assistance costs for long-term services and supports in non-institutional settings as eligible for the low-income housing tax credit. The changes take effect on January 1, 2027.
