The bill amends the National Defense Authorization Act for Fiscal Year 2021 to bar institutions of higher education from receiving research and development awards if they receive funds from specified foreign governments. The specified foreign governments include Venezuela, North Korea, Iran, China, Cuba, Turkey, Russia, and Qatar, as well as any other country deemed appropriate by the Secretary of State.
