The Rehabilitation Through Reading Act of 2026 mandates the creation of a Publication Review Committee to review requests to prohibit books in Bureau of Prisons facilities. The Committee must issue a final determination within 90 days, and books cannot be removed from prison libraries until the Committee makes a final decision on any appeals. The Committee consists of at least five members, including the Ombudsman, a professional librarian, an incarcerated individual, and an expert in First Amendment law. The Act prohibits the prohibition of books based on disfavored viewpoints or content.
