Extends clean electricity production and investment credits based on electricity price and demand increases.

The bill amends the Internal Revenue Code to extend the clean electricity production credit and the clean electricity investment credit when the price of or demand for electricity increases. It also eliminates the denial of credit for wind and solar leasing arrangements. The credits will apply to expenditures made during the first two calendar years after the Secretary determines a price or demand increase year.
