Directs the Secretary of Agriculture to provide grants and loans to increase domestic fertilizer production for U.S. farmers.

The Homegrown Fertilizer Act directs the Secretary of Agriculture to provide grants and direct or guaranteed loans to eligible entities for increasing or expanding the manufacturing, processing, and storage of fertilizer and nutrient alternatives in the United States. Eligible entities include for-profit businesses, nonprofit organizations, producer-owned cooperatives, certified benefit corporations, Indian Tribes, and state or local governments.
