S.3961

Stop Post-Disaster Vultures Act prohibits institutional investors from soliciting property purchases in disaster areas for six months.

The Stop Post-Disaster Vultures Act amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to prohibit institutional investors from soliciting property purchases in areas affected by a major disaster for six months. Institutional investors, defined as those owning at least 75 single-family homes, are barred from making offers through mail, interstate wire, or any other solicitation method. The act includes a severability clause to ensure the rest of the provision remains in effect if any part is deemed unconstitutional.
