The GRACE Act amends the Immigration and Nationality Act to establish a minimum annual refugee admission goal of 125,000. The President must determine the number of refugees to be admitted based on humanitarian concerns or national interest. If no determination is made before the fiscal year begins, the default number is 125,000. The President must also consider the projected global resettlement needs report from the United Nations High Commissioner for Refugees.
