HUSTLE Act Helping Undergraduate Students Thrive with Long-Term Earnings Act

Introduced·12/4/25

Establishes NIL investment accounts for student-athletes and reforms athlete agent regulations.

The Helping Undergraduate Students Thrive with Long-Term Earnings Act, also known as the HUSTLE Act, amends the Internal Revenue Code to establish NIL investment accounts for student-athletes. These accounts allow eligible athletes to contribute their name, image, and likeness income tax-free, with distributions taxed as ordinary income unless certain conditions are met. The bill also mandates that athlete agents must be registered with a state and certified with athletic associations before representing student-athletes for endorsement contracts.
