A BILL

To support research about the impact of digital communication platforms on society by providing privacy-protected, secure pathways for independent research on data held by large internet companies.

1. Short title; table of contents; 2. Definitions; 3. Qualified research projects, qualified researchers, and qualified data and information; 4. Obligations and immunity for platforms; 5. Obligations and immunity for qualified researchers; 6. Reporting; 7. Enforcement; 8. Establishing a safe harbor for research on platforms; 9. Rulemaking authority; 10. Authorization of appropriations; 11. Severability

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
