The Community Involvement in Zone Improvement Plans Act of 2025 establishes a pilot program for ZIP Code boundary changes. The United States Postal Service can enter into agreements with state, local, or tribal governments to receive money, property, or services to cover the net costs of such changes. If a request is denied due to cost, the Postal Service must notify the requestor of the pilot program and provide an estimate of the net cost. The Postal Service must also submit annual reports on the pilot program to Congress.
