The CIPZIP Act of 2025 establishes a pilot program for ZIP Code boundary changes. The United States Postal Service can enter into agreements with state, local, or tribal governments to receive money, property, or services to cover costs. The Postal Service must notify requestors of the program, provide cost estimates, and consider agreements if the request is denied due to net cost. The Postal Regulatory Commission must submit annual reports on the pilot program. The pilot program will terminate seven years after enactment.
