The PARTNERS Act aims to build the capacity of the Armed Forces of Mexico to counter the threat posed by transnational criminal organizations. The Secretary of Defense, in consultation with the Secretary of State and with the agreement of the Government of Mexico, must submit a plan for a pilot program within 180 days of the Act's enactment. The plan should detail joint training between the U.S. and Mexican Armed Forces on tactics, techniques, and procedures for countering these threats. The Secretary of Defense must begin implementing the pilot program within 15 days of submitting the plan.
