The PAID OFF Act of 2025 amends the Foreign Agents Registration Act of 1938 to modify exemptions for certain agents. It restricts exemptions for agents of foreign principals owned or controlled by specific countries. The Act also establishes a mechanism for the Secretary of State to propose changes to the definition of "country of concern" in the State Department Basic Authorities Act of 1956. These changes require congressional approval through a joint resolution. The amendments made by this Act will terminate five years after its enactment.
