The bill amends title 10, United States Code, to improve recruitment and retention of the cyber workforce of the Department of Defense. It authorizes the Secretary of Defense to establish certain qualified positions in the excepted service, including Defense Digital Executive Service positions and Defense Digital Senior Level positions. The Secretary may also designate certain defense cyber positions as Defense Digital Senior Level positions. The bill requires the Secretary to submit a plan for the implementation of the authority to the congressional defense committees.
