Expands the definition of manufactured home to include those without a permanent chassis.

The Housing Supply Expansion Act of 2025 amends the National Manufactured Housing Construction and Safety Standards Act of 1974 to update the definition of "manufactured home" to include those constructed without a permanent chassis. The bill requires states to certify that their laws and regulations treat manufactured homes without a permanent chassis in parity with those built on a permanent chassis. States must submit initial and annual certifications to the Secretary of Housing and Urban Development.
