Establishes the Scale-Up Manufacturing Investment Company (SUMIC) Program to support small and emerging manufacturers.
The Scale-Up Manufacturing Investment Company Act of 2025 amends the Small Business Investment Act of 1958 to establish the SUMIC Program. This program provides leverage to participating investment funds for debt and equity investments in small and emerging manufacturers. The Small Business Administration (SBA) can issue up to $1 of leverage for every $1 of private capital raised by a participating investment fund. The SBA can purchase or guarantee debentures and preferred securities issued by these funds.
