Federal SB2404 amends the District of Columbia Home Rule Act to introduce expedited congressional disapproval procedures for emergency legislation enacted by the District of Columbia Council. Under the bill, emergency legislation would take effect immediately but would be subject to a joint resolution of disapproval by Congress within 90 days. If such a resolution is enacted before the 90-day period expires, the legislation would be nullified. The Speaker of the House and the President of the Senate must act within three session days of the Act's enactment to initiate this process.
