The Mitigating Extreme Lawlessness and Threats Act amends title 18, United States Code, to increase the penalties for rioting. The bill specifies that the punishment for a violation of the rioting statute shall include a fine, imprisonment, or both. If the defendant committed an act of violence or aided or abetted any other person in committing an act of violence, the punishment includes a fine and imprisonment of not less than one year and not more than ten years, or both.
