Amends the Water Infrastructure Finance and Innovation Act of 2014 to change budgetary treatment of financial assistance.
The Restoring WIFIA Eligibility Act of 2025 amends the Water Infrastructure Finance and Innovation Act of 2014 to alter the budgetary treatment of certain financial assistance. Specifically, if the recipient of financial assistance is an eligible entity other than a federal entity, agency, or instrumentality, and the dedicated sources of repayment are non-federal revenue sources, the financial assistance will be deemed non-federal and treated as a direct loan or loan guarantee. This change affects how such assistance is accounted for under the Federal Credit Reform Act of 1990.
