The Ensuring Lasting Smiles Act requires group health plans and health insurance issuers to cover outpatient and inpatient services for congenital anomalies and birth defects impacting the eyes, ears, teeth, mouth, or jaw. This includes reconstructive services, diagnostic treatments, and follow-up care. Cosmetic surgery not resulting from a medical determination of such conditions is excluded. The act also mandates notices to plan participants and beneficiaries about this coverage starting January 1, 2026.
