The North American Energy Act aims to create a uniform, transparent, and modern process for authorizing the construction, connection, operation, and maintenance of international border-crossing facilities for oil, natural gas, and electricity. It mandates that no person can construct, connect, or operate such facilities without obtaining a certificate of crossing. The Act repeals certain requirements under the Federal Power Act and modifies the Natural Gas Act to expedite approvals for natural gas imports and exports to Canada and Mexico.
