The Helene Small Business Recovery Act enables the President to waive certain duplication of benefits for assistance provided under the Robert T. Stafford Disaster Relief and Emergency Assistance Act for major disasters or emergencies declared in 2023 or 2024. The President can grant a waiver if it is in the public interest and will not result in waste, fraud, or abuse.
