Establishes judicial review requirements for projects and amends the National Environmental Policy Act.
The bill, known as the REPAIR Act of 2025, sets forth judicial review requirements for projects subject to certain federal authorizations. It mandates that if an authorization for a project is enjoined, remanded, or vacated by a court, the project sponsor and the agency of jurisdiction must submit remediation proposals to the Federal Permitting Improvement Steering Council. The Council must then complete a final remediation plan and direct the agency to reauthorize the project.
