Establishes the Finger Lakes National Heritage Area in New York, designating the Finger Lakes Tourism Alliance as the local coordinating entity.

The bill designates the Finger Lakes National Heritage Area in New York as a component of the National Heritage Area System. It includes Cayuga, Chemung, Cortland, Livingston, Monroe, Onondaga, Ontario, Schuyler, Seneca, Steuben, Tioga, Tompkins, Wayne, and Yates Counties. The Finger Lakes Tourism Alliance will serve as the local coordinating entity. The Secretary of the Interior must approve a management plan submitted by the Alliance within three years of enactment. The authority to provide assistance for the Heritage Area will terminate 15 years after the bill's enactment.
