The Trade Review Act of 2025 amends the Trade Act of 1974 to require the President to notify Congress within 48 hours of imposing or increasing a duty on an imported article. The notification must include an explanation for the duty and an assessment of its impact on U.S. businesses and consumers. Any duty remains in effect for up to 60 days unless Congress enacts a joint resolution of approval. If Congress enacts a joint resolution of disapproval, the duty ceases to have effect. The act does not apply to antidumping and countervailing duties.
